How these counties were chosen

The pilot takes the counties with the most owner-occupied homes, no more than four per state so that it is not four states, and leaves out any county where the Census publishes a median that sits on its reporting cap, because a rate computed from a capped figure would be understated. More counties are added only where the data and a real local question both exist.

What the rate is, and is not

The effective rate is the median real estate tax paid divided by the median home value for owner-occupied homes. It is an average across the county, not the millage on any one bill, and it reflects what current owners pay, which can be less than a new buyer will be billed where values reset on sale.
